MARSHAL HISTORY
Jan 1933 – Mar 1944: J B Bowden On August 28, 1931 the Municipal Court of Augusta was created. It became
Mar 1944 – Aug 1946: Webster Robinson the Civil Court of Richmond County in 1971, and included the positions of
Aug 1946 – Jan 1949: R L Robinson judge, clerk, and Sheriff, now known as Civil Court Marshal.
Jan 1949 – Jan 1961: Henry W Hartley On March 13, 1978 the title of Civil Court Sheriff was changed to “Marshal”
Jan 1961 – 1966: John F Lamb by the Georgia General Assembly.
1966 – Aug 1972: George Folds In 1987, the Magistrate Court system was created statewide, one per county.
Aug 1972 – Feb 1975: J Eugene Scott These duties were added to the Civil Court.

Dec 1977 – Sep 1987: Billy Williford The Chief Executive Officer of the Civil and Magistrate Court is the Chief
Judge, who is elected by the voters of Richmond County to a four-year term.
Sep 1987 – Dec 2016: Steve Smith The Chief Judge also serves as the Chief Magistrate for Richmond County.
The Presiding Judge of the Civil and Magistrate Court is also elected by
the voters of Richmond County and is also the Presiding Magistrate of
Richmond County.
On February 10, 1999, special legislation amended the position of Marshal
from being appointed by the Chief Judge to being elected. The elected
Marshal will hold a four-year term.
After 9/11/2001, the office took on the responsibility of building security for
the Municipal Building.
In 2004, the Marshal’s Office took over the Police and Security functions at
the Augusta Regional Airport.
