JEFF BARRETT The primary mission of Management Services is to equip the

Director. Major Barrett manages security infrastructure projects, information technology, budgets, purchasing and

SERGEANT
JESSE HAMMONDS
Jesse Hammonds is an experienced law enforcement professional and security systems expert with over 15 years of
dedicated service. A graduate of Evans High School (2006) and a Georgia P.O.S.T. Certified Law Enforcement Officer since
2010, Jesse has built a career marked by quality service, expertise, and a commitment to public safety. 2025 MAJOR
Jesse began his journey in the Georgia Army National Guard, serving as a Military Police Officer from 2008 to 2016. During ACCOMPLISHMENTS
this time, he gained valuable experience in security and law enforcement operations. Jesse worked with the Richmond
County Marshal’s Office from 2011 to 2015 as a Deputy Marshal, later joining the Richmond County Sheriff’s Office. There, he
served as a Deputy Sheriff (2015–2018) before advancing to Investigator, specializing in Financial Crimes (2018–2023). Worked to design and facilitate a Transfer of duties to the RCSO for the Courthouse
Since 2023, Jesse has been serving as the Security Systems Manager at the Richmond County Marshal’s Office, leveraging
his extensive technical background to oversee and enhance security systems and projects. Along the way, he has earned
certifications in Enterprise security systems, demonstrating his commitment to excellence and professional development. Calculated and prepared a major 5% budget reduction
Jesse provides additional support with projects, and grant management. In 2025, Jesse was promoted to Sergeant within
building Security, a testament to his leadership, technical knowledge, and continued dedication to the mission of the
Richmond County Marshal’s Office. In every role, Jesse Hammonds has exemplified dedication, strategic thinking, and a Formulated additional security measures including a Lidar solution for added awareness

JASMINE JACOBS
Jasmine B. Jacobs is a native of Augusta, GA, and a proud graduate of T. W. Josey Comprehensive High School, class Implemented new workflows for support staff
of 2013. With 13 years of experience in customer service, she has dedicated her career to helping others and creating
positive experiences. She started working at 16 years old and now takes great pride in working for the Marshal’s Revamped credit purchase procedures
Office helping to fulfil our Mission to create positive impacts.
Faith and family are the foundations of her life. Her faith supports her confidence and positive outlook which she shares Began planning for infrastructure improvements to support new AI technologies
with coworkers and the public. She loves spending time with family, participating in church activities, and bringing joy
to others. One of her greatest joys is being a mother to her sweet baby, Ivy, who fills her life with happiness.
